Philip was born in 1959 and is a fourth-generation diamantaire. He immigrated to Israel from Bulgaria in 1980.
He began training in diamond-polishing, cleaving and cutting in Belgium. In 1984 he established a diamond trading company "Frey Diamonds Ltd." specializing in the production and marketing of natural fancy color diamonds.
In 2010 he became involved in public service and served as an arbitrator at the Diamond Exchange.
In the 2011 election he was elected a member of the Control Committee.
